Minutes of the Meeting of the Parish Council held at Alfrick Village Hall on Tuesday 16th July 2002 at 7.30pm

In the absence of the chairman (Mr C Tolley) the vice chairman Mrs C Williams took the chair.
Minutes:-
The minutes of the previous meeting held on Tuesday 18th June and circulated in advance to members were approved as a correct record and signed by the chairman, with the addition that Mr P Brown noted that he had sent his apologies but they had not been recorded.
Matters Arising:-
Jubilee Outing: The clerk reported that 38 members of the parish went on the coach outing on June 27th to the Slimbridge Wildfowl Trust. A most enjoyable day was had and he had received several letters thanking the parish council. The total cost was £489, (Coach £147, Entry £152, Lunches £190). The meeting thanked the clerk for organising this event.
Village Jubilee Party: Mrs C Tebbitt of St Mary’s Church Alfrick, Parochial Church Council confirmed the arrangements and costs for the Village Jubilee Event on 20th July. The total cost would be £481 of which she had received sponsorship from the Parochial Church Council - £100, Alfrick and Lulsley Show Committee - £50. The Cricket Club had declined to support this, but together with the support of the Parish Council of £270 she had £420 towards the total cost. Every house in the combined parishes had received an invitation as had schoolchildren at Suckley school. Entry would be free and food – roast pork rolls, salad kebabs, strawberries and cream would cost 50p.
County Councillor’s Report:-
Mrs Hickling reported that Newland Waste Site will be closed for 20 weeks in August or September, whenever Severn Waste Services move this project forward. The Overview and Scrutiny Committee at MHDC has this as the only item on the Agenda for a Special Meeting on Monday 22nd July to assess what can be done to provide alternative tipping skips in both town and rural areas.
All Parish Councils will be asked to appoint a Drainage Handyman. A pilot scheme is being carried out in Martley to iron out any hiccups in the system. Meanwhile if any Parish Council would like to participate in this project at a later date, please let Mike Davis at the MHHP Hatherton Lodge know.
Drainage Handyman: Delegated Duties
Clear gully gates
Dig out blocked gullies
Clear verge grips
Clear headwalls on drainage systems, Rod blocked drains if practical
Advise landowners and frontagers when their ditches are in need of clearing
In especially difficult circumstances clear ditches and spread the excavated material on the verge.
The following may be done within the hours available:
Clean soiled signs
Remove vegetation obstructing signs
Side out footways to normal width
Negotiate with frontagers for them to cut back overhanging vegetation for short sections of overhanging vegetation or in cases of hardship cut back and dispose after consultation with the owner.
The new bus company "First" is currently assessing its services. Many routes are running at a loss and will ultimately be
discontinued. Malvern/Worcester area will come under scrutiny in September. Parish Councils have been asked to discover where best to direct bus services in their villages. She had discussed this with Cllr. On the matter of the closure of the Household Waste Site at Newland members considered that this would inconvenience parishioners severely. The clerk was asked to write to MHDC and request that they provide a local skip free of charge during the closure period.
The clerk was asked to write to obtain details of the ‘Handyman’ scheme for consideration at the next meeting.
On the matter of bus services to the village, a survey form has been received (ref. correspondence received MH transport study) The clerk would send copies of this to all members and collate replies.
District Councillor’s Report:-
Ms E Clift had sent her apologies for absence via the clerk and asked him to report as follows; The Temeside Youth Project was working towards raising the money for skateboarding facilities at both Suckley and Alfrick and had already received some £2000 towards the costs. The matter of VAT registration could become a problem and they may need to work via the Parish Council to enable VAT matters to be controlled correctly. The lunch for ‘over-sixties’ on 8th August was well in hand. (currently some 28 tickets had been issued from Alfrick Post Office alone)
Financial Matters:-
Source of funds for Jubilee Outing (Total cost £489). Members as trustees for the Old Storridge Recreational Allotment Charity decided that this would be a charge on this account and a letter authorising a cheque to be drawn on Abbey National account no. X2745698OLD was signed.
Clerk’s salary & expenses April-June 2002, (salary £362.82, exp. £195.50) Approved.
Management of the Playing Field
A letter had been received from Mr A Duncan, Whatley Weston & Fox confirming that the Deed of Surrender had been completed and control of the Playing Field was now back in the hands of the Parish Council. It was agreed that the WW&F account for £79.20 would be sent to the Village Hall Committee for payment as set out in the council’s letter to the secretary of 20th February 2002.
The control of the use of the Playing Field and maintenance of hedges, ditches etc was discussed as was the need to reconcile its use by the Cricket Club. It was decided that the clerk should obtain copies of the original conveyance and circulate these to members in advance of the September meeting.
Planning Matters:
Ref- Planning Application 02/00511/FUL, Slad Barn Lulsley. Objection.
The clerk read a letter that had been sent on the council’s behalf in response to the latest application on this property and also the reply from MHDC planning office. In addition the latest planting/boundaries scheme for this property was discussed. It was agreed to take no further action but maintain a watch to ensure planning requirements were being met.
Ref. Planning Application 00/00479/FUL, Folly Farm developments. Following the meeting on 16th April this matter was raised with MHDC planning office. Members had heard that the original development of three dwellings was to be changed to one dwelling and workshops. In addition the road works, passing place, etc, set out in item 18 of the Planning Permission document had not been done. A letter has been received from MHDC planning office stating that development had not yet started and that the planning requirements must be met. It was noted that the contractor had moved off the site recently and the property was being offered for sale.
Footpaths and Highways;
Footpath Diversions – No. 21 Alfrick and No. 29 Alfrick, these were discussed and considered acceptable.
The clerk had drawn the attention of the Highways Partnership to the dangerous state of Commonfield Lane (C62222)
Correspondence and Publications received
These are set out in the accompanying ‘Supplementary Information’.
Any Other Business
It was noted that new road signs previously identified as necessary by the council at Folly Road/Green Street and at Swan Orchard were now in place.
Vegetation has been cleared from the exit from Swan Orchard as previously requested.
The neighbourhood Watch system seems not to be working in some areas. The clerk will contact West Mercia Police.
It was reported that during the preparations for the sale of The Old School some old records have been discovered. It was hoped that these could be transferred to the parish council and the WCC Records Office for safe keeping. The clerk would contact the owner, Mr Littlemore.
New Model Code of Conduct for Parish Councils; The clerk reported that he had received a video explaining the requirements of this code, it was available for members to view if required. All the necessary documents from members of the council have been sent to the Standards Officer at MHDC.
