Minutes of the Meeting of the Parish Council held at Alfrick Village Hall on Tuesday 18th June 2002 at 7.30pm

Minutes:-
The minutes of the previous meeting held on Tuesday 21st May and circulated in advance to members were approved as a correct record and signed by the chairman.
Matters Arising:-
PC Naulls gave the meeting a review of the crime and incidents statistics over the period January to May 2002. A total of 27 incidents reported, six criminal incidents ( 5 theft, 1 criminal damage), no Road Traffic Accidents reported.
Alfrick Village Hall and the Playing Field;
The deed to terminate the lease agreement with the Village Hall Committee is awaited from the solicitor. The management of the Playing Field is to be put on the agenda for the next meeting.
Mrs C Tebbitt of St Mary’s Church Alfrick, Parochial Church Council set out the arrangements and costs for the Village Jubilee Event on 20th July. The total cost would be £481. She was asked to approach the Cricket Club and the Alfrick and Lulsley Show Committee for financial support. The meeting confirmed that financial support would be given to enable the cost to be kept at £1 per person and that any subsequent profit would be donated to a charitable organisation.
Highways; The Highways Partnership had written to residents of Swan Orchard regarding the shrubs which have grown to obscure the original sight-lines. Old Storridge Lane; some repairs have been made the road surface. A closure order has been made to C62222 Whitehouse Lane/Commonfield Lane to enable drainage work and road repairs to be made.
County Councillor’s Report:-
Mrs Hickling reported that the County Archaeological Service is compiling data from 17th and 18th centuries to set up a database of historic buildings, sites and monuments. Volunteers are required to work on this and grants are available. The contact is Dr Neil Lockett – Project Manager, tel. 01905 855494.
The Household Waste Site at Newland will close in July for 20 weeks. Hallow Rd Worcester, Upton-on-Severn and Ledbury to be used during this period.
District Councillor’s Report:- There was no report from Ms E Clift.
Financial Matters:-
The Street Lighting bill £10.44 to be paid
New Audit Regime; The clerk reported that he was waiting for the reporting documents from the new external auditor and when these were received he would work with the internal auditor Dr Linda Cotterill to complete the audit.
New Model Code of Conduct for Parish Councils
The clerk reported that he had now received ‘Declarations of Acceptance of Office’ and the ‘Register of Members’ Interests’ documents from all the members of the council and he would now forward these to the Standards Officer at MHDC.

Ref- May 2002 - 02/00511/FUL, Slad Barn Lulsley. Objection, a change from the approved plan and work started in advance of application. A letter had been received from Mrs Todd-Wood-Turner regarding the development at Slad Barn Lulsley. The clerk said that Mrs Turner had visited him and he had explained the history of the development to her. Her letter would be acknowledged.
Ref- April 2002 - 02/00354/FUL, 3 St Mary’s Crescent, Extension to integral garage. A letter had been received from the MHDC Planning Officer explaining the background to the decision to approve this application.
Footpaths and Highways;
The clerk will contact the Footpaths Officer to plan the work now that the first payment -£600 -has been received.
WCC have confirmed the redirection of Footpath 14, Lulsley. The clerk confirmed that temporary signs were in place.
Celebrating the Queen’s Jubilee
The clerk reported that 43 places had been taken up on the coach outing for older members of the parish on June 27th to the Slimbridge Wildfowl Trust. The coach is from Martin Perry – Bromyard – £147 for 53 seater, departing from Alfrick at 11am and returning at 5pm. It was agreed to give each person £5 to cover the cost of lunch.
