Parish Of Alfrick And Lulsley

 

Minutes of the meeting of the Council held on Tuesday 18th March 2003 at 7.30pm in the Village Hall, Alfrick.

 

Members present:-

Mr C Tolley – Chairman,

Messrs, G Ashmore, P Brown, P Gilbert, G M Brewin (Clerk), J Goldsmith (Footpaths Officer).

Minutes:

The minutes of the previous meeting held on Tuesday 18th February and circulated in advance to members were approved as a correct record and signed by the chairman.

 

Matters Arising:

Recycling skip: This will be located on the Village Hall car park on 24-27th March and 7-9th April. The Clerk will advertise this on the Council’s notice boards.

Anti-Social behaviour: The clerk was asked to write to the Elgar Housing Assn. regarding possible breaches of their Tenants’ Agreement at Lulsley following a Magistrates Court appearance by the person concerned.

 

County Councillor’s Report:

There was no report from Mrs B Hickling.

 

District Councillor’s Report:

There was no report from Ms E Clift.

 

Local Council Elections – May 1st 2003

The clerk distributed nomination papers to the members and advised them of the procedures for the election on 1st May.

 

Financial Matters:

Payment to; npower, March quarter Acct - £10.44, Alfrick Village Hall TVYP presentation 21/2/03 - £5, both approved.

 

Footpaths and Highways:

Footpaths; Mr J Goldsmith reported that he was in the process of preparing the annual return and needed information on any footpath work outstanding. WCC have in hand the supply of signposts for all footpath/highway intersections but are behind in the installation of these.

Highways; The chairman said that residents were concerned at the increasing use of 4-wheeled drive vehicles in a recreational manner on Sandy Lane and other ‘green’ roads. Although it was considered that these drivers, who came from outside the area, were within the law the clerk was asked to contact the Highways Agency to see what could be done to discourage this. He was asked also to report the large accumulation of debris on the Folly Road/Green Street intersection.

 

Affordable Housing:

The clerk reported that the survey forms had been distributed by the local Post Office staff. The next stage would be a review of the returns by the Housing Enabling Officer who would receive and analyse all the replies.

 

Management of the Playing Field:

There were no matters for discussion.

 

Planning Matters:

It was noted that the application APP/J1860/A/03/1112018 – for the erection of a single detached timber-frame dwelling house at Old Storridge, which had been rejected by the council and MH Planning Office was being referred to the Sec. of State on appeal. The clerk was asked to write to the Planning Inspectorate reinforcing the council’s original objections.

 

Correspondence and Publications received:

The clerk said that he would be unable to attend the W-CALC, Planning Seminar 5th April. (ref minute 14, Feb 18th). He drew members’ attention to the increasing flow of information on the Quality Parish status and the pressure to consider this and Parish Plans in the council’s future considerations.

 

Alfrick Charities

The clerk will review the work with Mrs S Clarke to identify all those who might qualify for a distribution of the fund.

There were no additional matters to discuss

 

Date Of Next Meeting:

15th April at 7.30pm in the Village Hall.

The clerk would make plans for the Annual Parish meeting and the Annual meeting of the Parish Council to be held on 20th May.
