Minutes of the Meeting of the Parish Council held at Alfrick Village Hall on Tuesday 17th September 2002 at 7.30pm

Minutes:-
The minutes of the previous meeting held on Tuesday 16th July and circulated in advance to members were approved as a correct record and signed by the chairman, with the addition that Mr L Higginson noted that he had sent his apologies but they had not been recorded.
Matters Arising:-
The clerk confirmed that a request for two local skips free of charge had been made and he was expecting notification of the exact date.
He had obtained details of the ‘Handyman’ scheme for roadway maintenance; it was being tried out at Martley and if successful would be available to other parishes next year.
Transport study; the clerk had collated replies from members and supplied these to the consultants concerned.
Jubilee celebrations; £489 had been transferred from the Old Storridge Recreational Allotment Charity to the Parish Council current account.
Playing Field; The WW&F account for £79.20 has been sent to the Village Hall Committee for payment.
Neighbourhood Watch; The West Mercia Police Beat Officer had confirmed that there were two contacts in each parish but he could not guarantee that they would pass on all information sent to them.
Old School records; the owner, Mr Littlemore had confirmed that these would be available once the sale had been completed.
Village Jubilee Party; Mrs C Tebbitt of St Mary’s Church Alfrick, Parochial Church Council had sent apologies for her absence; The clerk read her report on a successful evening which produced a surplus of £77. It was suggested that this could be donated to the Thursday Club.
Playing Field and Teme Youth Project
Mrs C Williams had attended a review of the tenders for completing the first stage of this work and a contractor had been appointed. Financial matters will be controlled by Suckley Parish Council.
It was proposed by Mrs C Williams seconded by Mr P Brown and agreed that the Council would take full responsibility for the hard surface management and maintenance, on completion. ( approximately 21m long and 231sqmetres in area situated at the west boundary of the playing field)
Completion was expected by the end of September.
The Teme Youth Project would appoint one adult and one young member to liase with the parish council on ongoing matters.
County Councillor’s Report:-
Mrs Hickling reported that the Worcestershire County Council has established a Children's Information Service providing early years support. A Playbus has been touring the county giving free advice to parents relating to 0-14 year old children. The children play in the bus with supervision whilst parents discuss issues with specialists on hand.

Would you like to have your street lights managed by County? They would be checked every 2 weeks at night by the Street Lighting Team. You would continue to own the parish lights but pay less for maintenance. If approved a scheme is to start on April 1. Contact Colin Pring, C. Hall Ext. 6818
We have a response at last to traffic speeding through villages. Motorists are soon to get instant notice of their speed via speed monitors on trailers with flashing signs. The Highways Units have 6 of these in operation deployed from County Hall. Contact Richard Attwood, 01905- 766830
District Councillor’s Report:-
Ms E Clift said that much she had to report had been covered by the discussion of the Playing Field and Teme Youth Project. At the moment the project had looked at facilities mainly for boys and they would look at providing facilities of a greater interest to girls.
The lunch for ‘over-sixties’ on 8th August was a great success and they would consider a repeat of this event.
Financial Matters:-
Source of funds for Jubilee Event (£270). Members as trustees for the Old Storridge Recreational Allotment Charity decided that this would be a charge on this account and a letter authorising a cheque to be drawn on Abbey National account no. X2745698OLD was signed.
Payments to – B Salter £60 – Grass Cutting and Dr L Cotterill £58.75 Accounts Audit were confirmed.
Management of the Playing Field
The control of the use of the Playing Field and maintenance of hedges, ditches etc was discussed as was the need to reconcile its use by the Cricket Club. The clerk had circulated documentation to members in advance showing that the field could be used for all activities relating to athletic, social and educational purposes. This matter would remain on the agenda for future meetings.
Planning Matters:
Planning Application 02/00511/FUL, Slad Barn Lulsley. Planning Application Approved by MHDC
Planning Application 02/01130/OUT, New House at Papermill Road. Objection – ‘ This development is on a new site in an area of outstanding natural value. It is completely inappropriate to allow residential buildings however ‘ecologically neutral’ in such an area’.
Planning Application 02/01279FUL, Garage/Workshop – Oak Apple Farmhouse Lulsley Court. Objection. The council objected to the provision of a workshop in addition to the Garage.
Footpaths and Highways;
The drainage work on Commonfield Lane (C62222) was noted as complete.
Mr J Goldsmith – Footpaths Officer proposed to start footpath maintenance work when some of the undergrowth had died back. Paths nos. 33 & 41 would be the first to tackle and he would obtain quotations for the work.
Correspondence and Publications received

Visit by Amanda McCleery MH- AONB – confirmed for the November meeting.
Visit by Cllr Mary Wilkinson – Chairman MHDC, confirmed for the January meeting.
The clerk drew the members attention to the following items;
DEFRA Rural Services Standards - available for members to read as required.
Commission for Racial Equality - Codes of practice etc and the duty to preserve Racial Equality
Information Commissioner;
Freedom of Information Act – Declaration etc; there is a requirement to make a declaration and this will be covered at the next meeting
Any Other Business
The clerk will advise the Highway partnership of the following; a) It was noted that the rainwater gullies in Green Street require cleaning. b)The closure signs had been left in place following drainage work on Commonfield Lane (C62222)
The surround of the War Memorial was in need of tidying. This would be resolved at the next meeting.
The clerk advised members that he had obtained copies of the Tithe maps and details of archaeological sites in the two parishes together with 1:10000 maps from the earliest OS survey from WCC Archaeology Office. He would make copies of these for members.
