That's not battery charger on the end of
those croc leads- it's the emergency lighting!
The battery is in a locker commonly filled with lifejackets and assorted
boat junk. The terminals are unprotected and waiting for a metallic object
to short across them. There are no fuses on the cables directly connected,
some of which run the length of the boat.
