The pump body (aluminium) and surrounding metalwork (mild steel) have been brought together in a damp environment, in the prescence of electricity (from exposed wiring). Aluminium is more 'anodic' than steel i.e more likely to corrode under these conditions, and the white 'fur' on the pump is aluminium oxide/hydroxide formed from the reaction.
If the pump had been bronze, the opposite may have occured and the surrounding steelwork would have corroded even more than it has!
