Following some modifications to the boat system, the electrics were checked and a fault located in the ring circuit. There was a short to ground and no ring continuity. Investigation showed that a instantaneous water heater had been installed,(see below) the installer had cut into the ring circuit, taped up the rest of the ring and left it. Over winter, the heater had frozen up and the water jacket split, shorting out the element.
