Establishment of Non-Substantive rating of Chief Photographer
At the Court at Buckingham Palace, the 21st day of February, 1935.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 8th day of January, 1935 (N. 6368/34), in the words following, viz.:-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted inter alia that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman or Marine therein shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:

And whereas by Your Majesty's Order in Council bearing date the 11th day of October, 1921, sanction was given to the establishment of the paid non-substantive ratings of Photographer, First Class, and Photographer, Second Class, with pay of 1s. and 6d. a day respectively:

And whereas we consider that for the greater efficiency of the Photographic Section of Your Majesty's Navy it is desirable to introduce a new paid non-substantive rating for Chief Petty Officers and Petty Officers who are Photographers, First Class, and are selected to undertake the training of Naval personnel in photographic duties

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction accordingly the establishment of the paid non-substantive rating of Chief Photographer, with pay of 2s. a day.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what as therein proposed.

And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.

Establishment of the Photographic Branch
At the Court at Buckingham Palace, the 8th day of June, 1937.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 13th day of May, 1937 (N. 3566/37), in the words following, viz.:-

And whereas by Orders in Council bearing dates the 11th day of October, 1921 and the 21st day of February, 1935, sanction was given to the establishment of paid non-substantive Photographer ratings:

And whereas we deem it expedient that for the more efficient performance of photographic duties in Your Majesty's Navy there should be instituted a branch of Photographer ratings on a substantive basis, together with one post of Warrant Photographer:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction the following proposals:-

The substantive ratings of Photographer (Able Seaman grade), Leading Photographer, Petty Officer Photographer and Chief Petty Officer Photographer to be established with pay at the rates set out in the accompanying Schedule I.
Existing holders of Photographer non-substantive ratings to be assimilated to the new substantive grades as we may direct under the special conditions where applicable set out in Schedule II.
The establishment of one post for the rank of Warrant Photographer, promoted by selection from Chief Petty Officer Photographers, with rates of pay and conditions of service as set forth in Schedule III.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.

Schedule II.

Special provisions for the assimilation in the new substantive Photographer branch of men at present holding Photographer non-substantive ratings:

Ratings who are transferred to Leading Photographer, Petty Officer Photographer or Chief Petty Officer Photographer to be allowed to reckon former service in an equivalent rating in the Seaman branch towards progressive increase of pay in the Photographer branch.
Men whose substantive pay on transfer to the new Photographer ratings would be less than the combined substantive and non-substantive pay of the ratings held by them immediately prior to transfer to retain their total rate of pay at the date of transfer until by increment or advancement in the new Photographer branch they become entitled to a higher rate.

Schedule III.

Warrant Photographer-Pay and Conditions of Service.

To receive Full Pay at the rates laid down for Warrant Officers and Commissioned Officers from Warrant Rank of the Non-Mechanical Classes, Royal Navy, and to be eligible for Half Pay and Retired Pay payable at the rates and under the conditions laid down for Warrant Officers and Commissioned Officers from Warrant Rank, Royal Navy, other than Schoolmasters.
To be eligible for promotion to Commissioned Photographer under the regulations laid down from time to time for other Warrant Officers, Royal Navy.
To be eligible for promotion to the rank of Photographer Lieutenant on retirement under the general conditions laid down for Warrant Officers and above, Royal Navy.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council to approve of what is therein proposed.

And the Right Honourable the Lords Commissioners of the Admiralty are to give the necessary directions herein accordingly.

Increased rates of Pay for Ratings of the Photographer branch

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 30th day of May, 1938 (N. 2407/38), in the words following, viz.:-

Whereas by Section 3 of the Naval and Marine Pay and Pensions Act, 1865, it is enacted, inter alia, that all pay, pensions or other allowances in the nature thereof payable in respect of services in Your Majesty's Naval or Marine Force to a person being or having been an Officer, Seaman or Marine therein, shall be paid in such manner and subject to such restrictions, conditions and provisions as are from time to time directed by Order in Council:

And whereas by Order in Council bearing date the 8th day of June, 1937, sanction was given inter alia to the establishment of a branch of Photographer ratings on a substantive basis with pay at the rates set out in Schedule I thereto:

And whereas we consider that the rates of pay at present provided for Photographer ratings are inadequate for men who are capable of performing efficiently air photographic duties:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to sanction, for ratings of the Photographer branch when they have qualified in air photographic work, the rates of pay set out in the accompanying Schedule, being a general increase of threepence a day.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 6th day of November, 1939 (N. 11005 / 39), in the words following, viz.:-

And whereas we are of opinion that ratings of the Photographer Branch of Your Majesty's Navy should undertake some of the photographic duties at present carried out by Observers in aircraft:

And whereas, in consideration of the extra qualifications required of these ratings of the Photographer Branch, and of their continuous liability to fly in aircraft while detailed for the duties, we are of opinion that they should be paid a daily allowance of 1s. 6d. while allocated for such employment:

We beg leave most humbly to recommend that Your Majesty, by Your Order in Council, may be graciously pleased to give Your sanction accordingly.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in the above proposal.

His Majesty, having taken the said Memorial into consideration, was pleased, by and with the advice of His Privy Council, to approve of what is therein proposed.

Promotion to Warrant Photographer
At the Court at Buckingham Palace, the 22nd day of May, 1942.

Present, The King's Most Excellent Majesty in Council.

Whereas there was this day read at the Board a Memorial from the Right Honourable the Lords Commissioners of the Admiralty, dated the 1st day of May, 1942 (C.W. 5773/42). in the words following, viz.:-

And whereas by Order in Council bearing date the 8th day of June, 1937, promotion to the rank of Warrant Photographer, Royal Navy, is restricted to Chief Petty Officer Photographers, and we consider that this restriction should be removed:

We beg leave humbly to recommend that Your Majesty may be graciously pleased, by Your Order in Council, to provide, with effect from the 1st May, 1942, that promotion to the rank of Warrant Photographer, RN., shall be by selection at our discretion from ratings of the Photographer Branch.

The Lords Commissioners of Your Majesty's Treasury have signified their concurrence in this proposal.
