Constitution

 

 

 

1The Region is known as the South East Region of the British Fencing Association/England Fencing.
Hereafter in this constitution the Region will be referred to as the Region.

2The Region shall comprise the County Fencing Unions of Kent, Middlesex, Surrey and Sussex.
(see Appendix as to geographical location.)

3The aims and objects of the Region shall be to promote fencing in the area through:-

a) Organising Region Championships, British Youth Championship qualifying competitions and
such other events as the Region decides.

b) Organising courses, coaching and the activities of coaches.

c) Liaison with the British Fencing Association's Board of Directors, including:-

(i) Undertaking such other duties as may from time to time be decided by joint agreement with the
BFA Board of Directors.

d) Liaison with the England President and the England Fencing Council, including:-

(i) Undertaking such other duties as may from time to time be decided by joint agreement with the England President or Council.

(ii)Ensuring the proper administration of funds.

(iii)Submission of accounts for the previous financial year to the England council not later than
31st December each year.

(iv) Keeping proper administrative records including minutes of Committee and General meetings, making them available to the England Council on request.

e) Liaison with the England Fencing Council and appointing two representatives to serve on it.

f) Liaison with other Regions, especially in respect of the Winton and Southcombe Cups.

4 The Committee of the Region shall be elected at a General Meeting and shall comprise an honorary
Chair, an honorary Vice-Chair, an honorary Secretary, an honorary Treasurer, the Team Captain, a Junior Team Captain, honorary Child Welfare Officer and eight nominated members (two each from each County Union).

4a Three voting members shall form a quorum.

4b The committee may co-opt and shall fill vacancies that occur between one AGM and the next.

4c Co-opted members will only have voting rights if replacing a voting member of the committee.

5 The Region year shall run from 1st October to 30th September and the Annual General Meeting shall be held on or before 30th November when the accounts shall be presented by the Treasurer.

5a An E.G.M. may be called on application of a quorum of the committee or two county unions or five
clubs to the region secretary in writing. Fourteen days notice shall be given and only the reason(s) for calling the meeting will be on the agenda.

5b Such an E.G.M. will be called by the committee in June of each year, or as soon as is possible after,
to set competition fees, the calendar of events for the following season and to discuss any other items that are considered necessary.

6a The Region shall hold an account (in a bank, building society or similar institution) which will be
administered by the Treasurer. Payment out of the account will be sanctioned by one signature, that
being of either the Chair, the Secretary or the Treasurer.

6b All property, financial and other assets of the Region shall be vested in the Committee who shall
acquire, dispose of and have custody of them at all times.

7a At the A.G.M. or any E.G.M., each officer of the committee has one vote, each club may have one voting representative and each individual member of the BFA shall have one vote. No proxy voting will be permitted.

7b Fourteen days notice of the A.G.M. shall be given using the region’s website.

8 At their discretion the committee may financially assist any person representing the Region in a
competition or otherwise participating in a competition which is considered likely to bring credit to
the Region or its members.

9 The committee shall have the power to award Region Colours to persons for representative matches.

10 No alteration or addition to this Constitution shall be made except at a General Meeting and unless
approved by at least two thirds of the delegates present. Proposals for such alterations must be
circulated with the Notice of the Meeting.

11 Should any question arise that is not provided for in this constitution then the committee shall have the authority to make a binding decision. In the event of the Region ceasing to function viably, all assets will be passed back equally to the four county unions that are encompassed in the region.



APPENDIX

KENT
Includes the Administrative areas of the Kent County Council, The Medway Council, and the London Boroughs Bexley, Bromley and Greenwich.

MIDDLESEX
Includes the London Boroughs of Barnet, Brent, Ealing, Enfield, Haringey, Harrow, Hillingdon, Hounslow, and Richmond Upon Thames (part).

SURREY
Includes the Administrative area of the Surrey County Council and the London Boroughs of Croydon, The Royal Borough of Kingston upon Thames, Lambeth, Merton, Richmond upon Thames (part), Sutton and Wandsworth.

SUSSEX
Includes the Administrative areas of the East Sussex County Council and the West Sussex County Council and the City of Brighton & Hove.
