1.         APOLOGIES FOR ABSENCE

Apologies were received from Councillor W A Storey.

2.         MINUTES OF LAST MEETING

 

Minutes of a meeting of the Amenities and Building Development Committee held on Wednesday 8 November 2007 were adopted by the Council at their meeting on 28 November 2007.
           

3.         MATTERS ARISING

 

a) Purchase of Land at Little Heath

 

The Parish Council is now waiting for a programme of works and a site meeting with Roger Dixon who is acting on behalf of the Potters Bar Congregation of Jehovah’s Witnesses.

 

b)   St Mary’s School Drainage Easement

 

The Clerk said that she had recently spoken to the Assistant Head Teacher who thought she may be able to find the plans and let us have them for copying.

 

c)      Play Equipment

 

Councillor Horrocks again raised the question of local school children being involved in the updating of the Gobions recreation ground but it was agreed that Councillor Everard, the clerk and groundsmen would meet first with play equipment providers asking them to design a suitable play area.

 

d)     HAPTC

 

It was noted that the Parish Plan notes were still being circulated but Councillor Mrs Boulton asked for their return at next weeks council meeting.

e)     Neighbourhood Meeting

 

Following the finding of drugs use by the police, the Clerk said that she had asked the groundsmen to be vigilant at the Gobions car park, which is checked daily, and no further evidence of drug use has been found.

 

4.         ANY OTHER BUSINESS

i)  Scouts Proposal for Easter Holiday

 

A letter dated 19 January 2008 had been received from the local Scout Leader requesting permission to conduct a sort of Treasure Hunt at Gobions Open Space over the Easter holidays.

 

Following a discussion it was agreed that the clerk would write and invite him to meet with Councillor Everard, herself and the groundsmen to conduct a risk assessment of the exercise on site and discuss the matter further

 

ii)      Proposed Youth Shelter

An e-mail had been received from Kerry Clare, Anti Social Behaviour Team Manager from Welwyn Hatfield Council, requesting permission for the local young people to erect a fully funded youth shelter on the Parish Council’s field or the village green.

 

The Welham Green Youth Project would be making a presentation to the Parish Council on Wednesday 30 January 2008 and including this request.  It was agreed that Councillor Everard, the clerk and groundsmen would inspect the proposed field area and consider its suitability before then.

 

iii)    Potholes

 

Potholes were reported in the following places:

 

·        A large rut in the road on the bend in Station Road

·        A sunken/broken/blocked drain in Bluebridge Road

·        Numerous potholes in Pine Grove

 

iv)    Tennis Courts

 

Councillor Horrocks said that a friend of his has asked the Clerk to ask the groundsmen to clear the brambles, particularly near the gate by the Bowling Green.  The Clerk said she had spoken to the groundsmen who had difficulty removing the actual roots as they were unreachable behind the fence and between the bowling green hedges.

 

It was suggested that a weed killer that is painted on the leaves should be used and agreed that Councillor Everard would inspect the area.

 

Mr Rees was also offering standard netting to repair netting where damaged and centre posts to hold up the netting across the courts, free of charge.  It was agreed that the clerk would contact him and take advantage of his generous offer.

 

v)      Christmas Tree – Brookmans Park

 

The Clerk said she had received an e-mail from John Reid of the Rotary Club of Brookmans Park thanking Ken Culshaw for attending on the Sunday morning with his chain saw to erect the tree, and to both groundsmen for removing the remnants after the event.

 

vi)    CABE Spaceshaper

 

The Clerk said she had received an e-mail from a parishioner offering to run a CABE Spaceshaper for the Parish Council.

 

Following a discussion it was agreed that the Clerk would write and thank the parishioner for the offer but that it already had professional help when necessary.
