MATTERS ARISING
a)
Purchase of Land at Little Heath
The
Clerk reported that Roger Dixon had left a telephone message to say that the
programme of works should be forthcoming in the next two weeks and acknowledging
receipt of the Parish Council’s final invoice for work relating to the purchase
of the above land.
b) St Mary’s School Drainage
Easement
Councillor
Everard suggested that he and Councillor Mrs Boulton should prepare drawings of
the new nursery building showing its connections to the Parish Councils water
and waste services in order to prepare a legal wayleave.
c) Scouts Proposal for Easter
Councillor
Everard said that he, the clerk and groundsmen had met with the local Scout
Leader on site to discuss the proposal for a type of treasure hunt on Gobions
Open Space during the Easter holiday.
Matters had been clarified and it had been agreed that a donation would
be requested for the treasure map rather than being sold.
The
clerk confirmed that she had cleared this venture with the insurance company and
that the scouts themselves were also covered for public liability. Having no further objections, Councillor
Everard proposed and it was agreed that this Treasure Hunt could take place on
Gobions Open Space during the Easter holidays.
d)
Proposed
Youth Shelter
Councillor
Everard, Councillor Pieri, the clerk and groundsmen had met with representatives
of the Welham Green Youth Project and Welwyn Hatfield Borough Council on site at
the side of the football pitch near the centre line on
The
shelter originally chosen by the Welham Green Youth Project was not fitted with
solar lighting so an alternative shelter had been discussed and it was suggested
by Welwyn Hatfield Borough Council that there would be enough funding to provide
two of these semi circular shelters in an open oyster shape facing down towards
the car park, situated on a rubber base.
It
was noted that proper discussion regarding the suitability of the village green
as an alternative site had not been fully discussed by the Parish Council. Objections by residents surrounding the
village green had apparently been lodged and as this area was not owned by the
Parish Council, permission would have been needed from the Borough Council for
the erection of a youth shelter.
As
the funds were available in the current financial year it was agreed that the
best decision would be to have the shelter on North Mymms Parish Council land as
proposed by the WGYP.
e) Tennis
Courts
Councillor
Everard said that the groundsmen had collected the netting from Mr Rees and a
letter of thanks had been sent to him.
The groundsmen had also removed the fence on the tennis courts to clear
the brambles.

ANY OTHER BUSINESS
The
Clerk reported that a resident of The Grove had telephoned to say that numbers
2, 4 and 6 had received a letter asking if they were interested in selling part
of their garden for a possible new development. The resident asked who owned the access
track from
The
Clerk said that a trustee of the Gobions Woodland Trust had called in to the
office with a map showing the access track and a Land Registration Document
which gave right of way to the North Mymms Parish Council and including the
following covenant applicable only to the owner of

right of way on foot and for horse boxes or for vehicles towing horse boxes and
vehicles bringing food to the horses (but not for vehicles generally) for the
sole purpose of access to and egress from the boarded gates shown on the said
plan’.

was noted that unless access via another route was being planned it would not be
possible to reach any proposed development using the track to Gobions Wood
