c)  Youth Shelter

It was noted that there was still no lighting in the youth shelter.  Councillor Hastings said that he would be meeting with Kerry Clare from Welwyn Hatfield Borough Council next week and he would pursue the matter.

d)  North Mymms Bowls Club

Councillor Everard said that a report had been received from the North Mymms Bowls Club following inspection of the bowling green by a member of the Institute of Groundsmanship on their behalf.  The groundsmen were more than complying with the maintenance schedule and it was agreed to write and acknowledge the report and say the contents had been noted.

With regard to the reports suggestion to reduce the height of the Leylandii hedge, it was agreed that Councillor Everard would meet with the groundsmen to discuss the best way of dealing with this.

The Clerk said that she had received the Application to Hire document for the bowling green and facilities for 2009 and requested clarification from the committee over the ‘daily 12 noon until dusk’ request by the Bowls Club.

Following a discussion it was agreed to write and say that the daily request for facilities until dusk was not reasonable and would be by arrangement on non match days as in previous years.

ii)  Combined Energy Rates

Councillor Mrs Boulton reported that at a recent meeting of Borough, Town and Parish Councils it was suggested that Parish and Town Councils could join with Welwyn Hatfield Borough Council and HCC to receive preferential combined energy rates.  It was also suggested that the HAPTC might be willing to co-ordinate this for its members.
