1.         APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor V Weeks.

2.         MINUTES OF LAST MEETING

Minutes of a meeting of the Amenities and Building Development Committee held on Wednesday 15 October 2008 were adopted by the Council at their meeting on 29 October 2008.

3.         MATTERS ARISING

a) Purchase of Land at Little Heath

Mr Dixon confirmed that they had already replaced the contractor and were ready to proceed but there appeared to be a slight problem with the crossover which Highways were dealing with.

b)   St Mary’s School Drainage Easement

Councillor Everard said he and Councillor Mrs Boulton would arrange a date to survey the new nursery building following permission received from the school to do this.

c)  Youth Shelter

There had been no response from Kerry Clare from Welwyn Hatfield Borough Council regarding lighting in the youth shelter.

d)  North Mymms Bowls Club

The Clerk said she had met with some representatives from the North Mymms Bowls Club who were querying the Council’s letter regarding use of the Burns Pavilion and the proposed height of the hedge.

The club had altered their Application to Hire document request for use of the Burns Pavilion from ‘noon until dusk daily’ to ‘noon until dusk as required and by arrangement’ and were hoping the hedge could be left at around 6’ high.  They would also like a copy of our report on the condition of the bowling green.

Councillor Everard said that he had already discussed the height of the hedge with the groundsmen and it would be slightly less than 6’ high.

e)  Metal Storage Box for Football Nets

It was suggested that the Clerk contact Irene Dean regarding the progress of the contribution from the Community Chest towards the metal storage box.

Councillor Everard agreed to complete the Planning Application for placement of the storage box for submission to Welwyn Hatfield Borough Council.

            f)  Burns Pavilion

The Clerk reported that a quotation had been received from Connaught Gas Force for replacing the boiler in the Burns Pavilion at a cost of £5580 but a second estimate had not yet been received.

g)  Combined Energy Rates

As there had been no further information from HAPTC regarding preferential combined energy rates in conjunction with Welwyn Hatfield Borough Council, Councillor Mrs Boulton suggested it as an agenda item for the next meeting of the Welwyn Hatfield Association of Local Councils planned for 1st December 2008 at Essendon.

4.         ANY OTHER BUSINESS

            i)  Damage at Gobions Open Space

The Clerk reported that there had been substantial damage to trees at Gobions Open Space following a period of unseasonal inclement weather, resulting in damage to a garden fence of a resident in The Grove.  An estimate of £380 for the repair had been received but there was a query regarding whose insurance company should deal with the claim.

Councillor Everard said that a resident in Pine Grove had suffered damage to a fence and shed from a tree in Georges Wood and had been advised to claim from his own insurance.  The Clerk said she had tried to obtain advice from Zurich, so far without success.  She was advised to contact the FSO as regulators of insurance companies should she have any further problems.

Meeting closed at 7.55 pm
