1.       APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor Peter Hastings.

 

2.       MINUTES OF LAST MEETING

 

Minutes of a meeting of the Amenities and Building Development Committee held on Wednesday 15 April 2009 were adopted by the Council at a meeting on 29 April 2009.
         

3.       MATTERS ARISING

 

a)  Metal Storage Box for Football Nets

 

The Clerk said that she had been trying to contact the salesman about the condition of the metal storage box without success but she would continue to try and establish contact with regard to this issue.

 

b)  Repairs to Irrigation System

 

A further estimate to install an irrigation controller had been received at a total cost of £265.76 + VAT and it was agreed to recommend this expenditure to full council for approval.

 

4.       ANY OTHER BUSINESS

 

          a)  Way Leave, St Mary’s Nursery

 

Councillor Everard said that he had completed the plans showing the connections to utilities between St Mary’s Nursery and the Burns Pavilion.

 

He suggested using the original draft licence agreement between the North Mymms Parish Council and the St Albans Diocesan Board of Finance produced in 2003, but excluding Paragraph 1.4.

 

Following a discussion it was unanimously agreed to recommend to full council that the Council’s Solicitors be approached regarding using this original licence document with the above exclusion and if so, for Councillor Everard and the Clerk to arrange to meet the Head Teacher of St Mary’s School with a view to progressing this matter.

 

b)   Extended Office Accommodation

 

Following an inspection and discussion regarding the lack of storage space in the Council’s office it was agreed to recommend to full Council that Councillor Everard should approach an architect, Laurie Winter, to enquire about the cost of producing a plan to extend the office outwards at the rear to infill the corner by the rear door and the kitchen outside wall.

 

c)  Cycle Track, Swanland Road to North Mymms Park

 

Councillor Mrs Boulton said that she had been advised that disability scooters could travel down Swanland Road and, using the cycle track over the A1M, progress past the Cricket Club and end at the gates to North Mymms Park to arrive at St Marys Church without the danger of crossing opposite the War Memorial.  This was a long way round and the cycle path was partially blocked by vegetation and needed clearing.  The Clerk was asked to report this matter to the relevant department.

 

d)  Parked Vehicles in Swanland Road

 

Councillor Mrs Travell queried whether vehicles parked in Swanland Road, near the junction with Warrengate Road, were blocking a cycle path as well as blocking the sightlines when trying to exit Warrengate Road?  The Clerk was asked to make the relevant enquiries.

 

e)  WHBC Assessment of Open Space, Sport & Recreation

 

A copy of the above assessment had been obtained and it was agreed to copy and circulate it to all Councillors.

 

f)  Vandalism to Youth Shelter

 

The Clerk reported that on Sunday 7 June 2009 the duty Groundsman, Jon Paine, had tried to report an arson attach on the Youth Shelter and had been told by the crime desk that the owner had to make the report (incorrectly it has since transpired).  The Clerk made the report on Tuesday 9 June 2009 and discovered that the details of the Council’s office, bowling green, tennis courts and playing fields were not on the system.  She had since left messages for every police official for the Welham Green Area on the Police website to try and remedy this situation and also bring the recent problems such as the burning of the tennis court nets, the deliberate smashing of the concrete litter bin by the youth shelter, to their attention and to request a police presence as a deterrent.

 

Councillor Everard agreed to speak to the local PCSO and the secretary of the Neighbourhood Watch with a view to progressing this matter.

 

g)  Access Road to Gobions Open Space

 

It was agreed to write to the Herts & Middlesex Wildlife Trust regarding the dreadful state of the access road the Council’s car park in Gobions Open Space, with a copy to Bernard Spatz of the Gobions Woodland Trust.
