Minutes of a meeting of the AMENITIES & BUILDING DEVELOPMENT COMMITTEE held on Wednesday 16th March 2011.

1.       APOLOGIES FOR ABSENCE
Apologies for absence were received from Councillors Mrs J Boulton and V. Weeks.

 

2.       MINUTES OF LAST MEETING

          Minutes of the last committee meeting held on 9th February 2010 were adopted by

the Council at its meeting on 23rd February 2011.
         

3.       MATTERS ARISING

 

a)    Way Leave, St Mary’s Nursery

St Mary’s Primary School has paid the £25 licence fee per year dating back to September 2001. 

 

b)    Football pitch drainage

Initial investigations by the groundsmen indicated that there was no drainage, however, following further investigation and lifting of the manhole to the south east corner of the tennis court a clay pipe has been found running along side the tennis court and a single clay pipe across the pitch to the pavilion.  Councillor Everard has asked the groundsmen to excavate further trenches to a depth of 2ft 6”.  Contact will be made with Sentry Groundcare to see if their proposal is adequate enough to drain the field.

c)  Allotments

          The Clerk is in contact with the next person(s) on the waiting list to re-let the vacant plot(s).

e)       Estate Office, Bradmore Green – lease renewal               

The balance of the rent due for the December 2010 quarter has been received.

 

     f)        Key Safe/Data Safe                   

An email has been sent to Sentry Safe giving details of the serial number of the safe to ask whether we have the correct number code to unlock the safe.

          g)       Burns Pavilion 

 

          Both C&S Dumpleton Ltd and abuilder.co.uk visited the Burns Pavilion in February with a view to quoting on the refurbishment works but neither company has submitted a quotation.  It was agreed to approach other local building companies. 

 

          Two companies have been contacted for an Asbestos Survey and one quote has been received for £1500 for an Asbestos Refurbishment Survey (based on an estimated square footage). Councillor Everard requested quotes for an Asbestos Management Survey.

ii)               North Mymms Bowls Club have queried the drainage system for the Burns Pavilion.  Investigations have shown that the roof drains to a manhole and across to the playing field to a soakaway.  The guttering had been cleared by the groundsmen.

 

h)       North Mymms Memorial Hall

 

i)                 A meeting will be arranged with the North Mymms Social Club regarding a right of way from their fire exit over the Memorial Hall car park.

     i)        Bowling Green

          i)        SJS Irrigation have started up the irrigation system for the new Bowling season. 

 

j)                Bungalow 2

 

                     (i)      The quotation from Kindlelight has been accepted and a deposit paid.  The surveyor has been put in touch with the groundsmen to arrange a survey.  An insurance backed 10 year guarantee on the sealed units and frames has been agreed.  It is expected that the work will be completed by the end of April.

(ii)             The 2 bungalows have been surveyed for cavity wall insulation.  Bungalow 1 is suitable and this work will be carried out, however, due to the damp problem in Bungalow 2 it is not possible to do the work while the bungalow is damp.

(iii)            The work quoted by I & B Electrical has been carried out except the cooker hood and extractor fan which will be fitted once the new windows have been installed.

(iv)      Contact has been made with British Gas to add the gas fire in each bungalow to the existing Homecare agreement and also the Gas Safety Check required by landlords.  The cost will be an additional £85.50 per bungalow per annum and confirmation is awaited from British Gas with regard to the new direct debt amount.  A letter has been sent to British Gas chasing the agreement.

(iv)           Sentry Groundcare have quoted for the drainage proposal put forward by Councillor Storey at a cost of £6,640.  A quote has also been sought from David Sturman who recommended in the first instance investigation work is undertaken to suck out the blocked soakaway in Bushwood Close and put in a camera to see if the drain connects to the drain at the gate entrance to Bushwood Close.  He will ask his contact to contact the council with the view to providing a quotation and this will be followed up by the Clerk.  An alternative quote will also be sought.

(v)             It was agreed that the bungalow will need a period of time over the summer months to properly dry out before any cleaning/sealing of walls and redecoration takes place.  However, in principle the committee agreed that this work would be undertaken by the council and it would not expect the groundsmen the carry out the internal cleaning and redecoration.

 

          k)       Planning Restriction Burns Pavilion

Councillor Horrocks is to arrange a site visit by an Environment Officer from Welwyn Hatfield Council regarding the possibility of removing the planning restriction on the Burns Pavilion.

l)        Station Road

          Although some patching work has been carried out there are still a number of potholes.  The Highways Schedule will be checked to see if this road is

          due to be resurfaced in the near future.

 

l)        Registered village green

Councillor Horrocks is investigating regarding Bradmore Green, Welham Green village green, and the grassed triangle of land outside 24 Warrengate Road.  He will also check regarding Gobions Open Space and the other open areas owned by the parish council.
