3. MATTERS ARISING
PAYMENTS MADE DURING SUMMER
RECESS
It was agreed that it be recommended to Council that the payments made during the summer recess totalling £12,953.39, together with a Statement of Balances as at 20 August showing an income of £3,523.56 and the transfer of £15,000 from Special Interest Bearing account to current account on 28 August 2008 be accepted and approved (as authorised by Council Minute No 24 a) dated 30 July 2008).
4. ACCOUNTS FOR PAYMENT
A Schedule of Accounts for Payment totalling £38,289.78 inclusive of Imprest Expenditure of £39.99 was presented. After careful consideration of each item it was agreed that the total amount be recommended to Council for approval and payment in full.
5. STATEMENT OF BALANCES
Consideration

6. TRANSFER OF MONEY
Approval was
given to the Clerk’s action in arranging the transfer of funds from the
Council’s SIBA Account to Current Account with effect from
7. ANY OTHER BUSINESS
a) Annual Audit to
A letter from BDO Stoy Hayward the Council’s External Auditors, together with a
‘signed off’ copy of the Councils Annual Return for the above year, had been
copied to all Councillors. Following
approval from the full council this information would be displayed on all
Parish Noticeboards.
b)
Paladin Mower for
Councillor Storey said that the
groundsmen had attended a recent show and had viewed a Paladin Mower plus
attachments for use on the

Scribe Report
The Finance Committee
noted a Scribe report showing the Council’s financial position as at
d) SJS Irrigation
The Clerk
advised that an annual contract for the closing down and starting up of the
irrigation system on the
e) Football Pitch
The Clerk reported that there have been several problems regarding an unauthorised team playing on the Councils football pitch and when asked to move off they have been somewhat rude. Following a discussion it was agreed to recommend to full council that it be recorded that the pitch was a facility of the North Mymms Parish Council for hire by the season (or individually at a cost of £50) for match/cup games only and is not available for practice games by any team or by the general public.
The Area surrounding the football pitch is available free of charge and all are welcome to use it.
f) Local Government Pay Negotiations
