Minutes of a MEETING of the FINANCE COMMITTEE held in the Council Office, Annexe to No 1 Bungalow, Bushwood Close, Welham Green on Wednesday, 28 January 2009.

1.       APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor K Pieri.

 

2.       MINUTES OF THE LAST MEETING

 

The Minutes of a Meeting of the Finance Committee held on Wednesday, 7 January 2009 were agreed as being a true record of the proceedings and signed by the Chairman.

 3.      ACCOUNTS FOR PAYMENT

 

A Schedule of Accounts for Payment totalling £12,084.73 inclusive of Imprest Expenditure of £120.79 was presented.   After careful consideration of each item it was agreed that the total amount be recommended to Council for approval and payment in full.                           

 

4.       STATEMENT OF BALANCES

 

Consideration was given to a Statement of Balances held with the National Westminster Bank plc as at 20 January 2009 and it was noted that income totalling £1,979.82 had been received.

                                                                                         

5.       BUDGET/PRECEPT 2008-2009

 

The Council had received a letter from Welwyn Hatfield Council regarding Council Tax bills for the 2009/107 financial year, requesting notification of the North Mymms Parish Council’s precept and estimated expenditure by the end of January to enable them to produce the Parish leaflet to accompany the new Council Tax demand notice.

 

A draft letter detailing the Parish Councils estimated income and expenditure for 2009/2010 had been circulated to all Councillors for approval.  It was agreed to recommend the letter to Council for approval.



6.       REVIEW OF FINANCIAL REGULATIONS

 

The Finance Committee considered a report by the Clerk (previously circulated to all Councillors) regarding the Council’s Financial Regulations and it was resolved to recommend to full Council that no changes to the regulations were required following this review.

 

R E S O L V E D

 

That no changes be made to the Financial Regulations but that they be reviewed at this meeting each year.

 

7.       ANY OTHER BUSINESS

 

a)    WELWYN HATFIELD COUNCIL SPECIAL EXPENSES

 

It was noted that a letter had been received from Welwyn Hatfield Council on 23 January 20089 detailing their Special Expenses for 2009/2010. 

 

b)  SCRIBE REPORT

 

A Scribe Report from the Internal Auditor was considered which showed the Council’s financial position as at the end of December 2008, together with a summary of Income and Expenditure.

 

c)  NALC EMPLOYMENT BRIEFING

 

It was noted that on 14 January 2009 the Trade Union Side of the NJC for Local Government Services formally tabled a pay claim for 2009/2010 for an increase of at least the level of retail price inflation, with additional salary increases for the lowest paid.  Negotiations for 2008/09 were ongoing.

 

8.       ANNUAL GRANTS & DONATIONS 2008-2009

 

After discussion, it was agreed to recommend to Council that the following donations be made to local organizations under Section 137 of the LGA 1972 :

9.       DATE OF NEXT MEETING

 

A meeting has already been arranged for Wednesday, 25 February 2009 commencing at 7.15 pm. in the Council Office, Annexe to No 1 Bungalow, Bushwood Close, Welham Green.
