Minutes of a MEETING of the FINANCE COMMITTEE held in the Council Office, Annexe to No 1 Bungalow, Bushwood Close, Welham Green on Wednesday, 29 April 2009.

1.       APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillors R Horrocks and Peter Hastings.

 

2.       MINUTES OF THE LAST MEETING

 

The Minutes of a Meeting of the Finance Committee held on Wednesday, 25 March 2009 were agreed as being a true record of the proceedings and signed by the Chairman.

 3.      ACCOUNTS FOR PAYMENT

 

A Schedule of Accounts for Payment totalling £18,787.53 inclusive of Imprest Expenditure of £330.27 was presented.   After careful consideration of each item it was agreed that the total amount be recommended to Council for approval and payment in full.                           

 

4.       STATEMENT OF BALANCES

 

A Statement of Balances dated 31 March 2009 was considered showing a carry over figure for year end of £90,630.09.  This figure includes £5,000 for the Burns Pavilion boiler which has not yet been installed and £275 donation for expenditure by the PEAP.  The carry over figure for the year end matched the year end figure for income and expenditure in the Book of Accounts which would be recommended to full council for approval and signature by the Chairman.

 

At Statement of Balances dated 27 April 2009 was also considered and income of £91,315.93 was noted, including the first installment of the precept.

5.       TRANSFER OF MONEY

 

Approval was given to the Clerks action in transferring £27,000 from the Council’s SIBA account to current account on 22 April 2009.

 

                                                                                         

6.       ANY OTHER BUSINESS

 

          a)  National Pay Negotiations

 

It was noted that NALC pay negotiations were in progress for 2009/10 for an increase of .50%.  The New Mileage and Allowance Rates for 2009/10 had been agreed, with effect from1 April 2009.

 

b)  Picnic Table, Gobions Open Space

 

It was agreed to recommend to council the expenditure of £328.44 on a heavy duty picnic table for Gobions Recreation Ground.

 

c)  Internal Audit

Councillor Storey said that an Internal Audit had been carried out on Wednesday 25 March 2009 and the Parish Council had once again received a satisfactory report including thanks to the Clerk for her efficiency.

 

d)  Audio Visual Services

 

Councillor Storey said that a quotation of £1,500 for the new equipment necessary for future planning meetings had been received.  Due to the restriction on office space this would include a fixed, pull down screen, ceiling mounted projector and associated wiring and cables.  He said that although this amount had not been budgeted for there was enough money in the general reserve to cover the expenditure.  It was agreed to recommend this expenditure to full council for approval.

 

e)  End of Year Figures

 

Councillor Storey said that he had checked the Book of Accounts showing the income and expenditure to 31 March 2009 and on the basis of this information he had been able to produce a new sheet of figures for the Council which showed a healthier than expected general reserve.

A meeting has already been arranged for Wednesday, 27 May 2009 commencing at 7.15 pm. in the Council Office, Annexe to No 1 Bungalow, Bushwood Close, Welham Green.

 

The meeting closed at 7.50 pm.
