Minutes of a MEETING of the FINANCE COMMITTEE held in the Council Office, Annexe to No 1 Bungalow, Bushwood Close, Welham Green on Wednesday, 27 May 2009.

1.         APOLOGIES FOR ABSENCE

 

There were no apologies for absence.

 

2.         MINUTES OF THE LAST MEETING

 

It was agreed that the Minutes of a Meeting of the Finance Committee held on Wednesday, 29 April 2009 were a true record of the proceedings and signed by the Chairman.

 

3.         MATTERS ARISING

 

i)  Audio Visual Equipment

 

It was noted that the audio visual equipment and hearing loop microphone had been installed.

 

ii)  Picnic Table

 

The Clerk confirmed that the item had been ordered and delivery was imminent.

 

4.         ACCOUNTS FOR PAYMENT

 

A Schedule of Accounts for Payment totalling £36,027.96, inclusive of Imprest expenditure of £105.17 was presented.   After careful consideration of each item, it was agreed that the total amount be recommended to Council for approval and payment in full.

 

5.         STATEMENT OF BALANCES

 

A Statement of Balances dated 20 May 2009 was considered and income of £641.93 was noted.

6.         TRANSFER OF MONIES

 

Approval was given to the Clerks action in transferring £23,000 from the Councils SIBA account to current account as from 26 May 2009

 

7.         ANNUAL AUDIT RETURN

The Audit Return for the year ending 31 March 2009 had been circulated to all Councillors for approval.  The Finance Committee agreed to recommend to full council that the Annual Return, the Governance Statement and balance sheet were in order for signature by the Chairman.

8.         ANY OTHER BUSINESS

 

a)     Scribe Report


A Scribe Report comparing the Council’s income and expenditure against budget was noted.

 

b)  Nat West Bank

 

The Clerk had received notification from the Business Development Manager of Nat West Bank that the Councils SIBA account was no longer paying an acceptable interest rate and he suggested transferring the funds to a higher earning business Direct Reserve account.

 

It was agreed to recommend to full council that the Council’s Special Interest Bearing Account should be changed to a new Direct Reserve account presently paying 1.30%.

 

9.-        DATE OF NEXT MEETING

 

The next meeting of the Finance Committee has already been arranged for Wednesday 24 June 2009 commencing at 7.15 pm in the Council Office, Annexe to No 1 Bungalow, Bushwood Close, Welham Green.
