NORTH MYMMS PARISH COUNCIL

 

Minutes of a MEETING of the FINANCE COMMITTEE held in the Council Office, 1A Bushwood Close, Welham Green, on Wednesday 27th October 2010.

1.       APOLOGIES FOR ABSENCE

 

Apologies for absence were received from the Clerk, Mrs J Schettino.

 

2.       MINUTES OF THE LAST MEETING

 

The minutes of a Meeting of the Finance Committee held on Wednesday 29th September 2010 were agreed as being a true record of the proceedings and signed by the Chairman.

 

3.       MATTERS ARISING

 

Council Office Boiler

 

The room thermostat needs replacing at a cost of approximately £20 and this can be done by AHollings at the same time as fitting the electronic timer. 

 

Gas supply to Council Office

 

Once the new room thermostat and electronic timer have been fitted arrangements will be made for the gas meter to be checked.

 

Electrical Testing

 

The PAT testing, Electrical Installation Testing and Emergency Lighting Testing have now been completed in the Burns Pavilion and Council Office and a report circulated.  Councillor Weeks will review the report, a quotation will be obtained for the necessary works and the matter will be referred to the Amenities and Building Development Committee.

 

Public Works Loan Board

 

Repayment of the loan will cost approximately £1,774.27.  Two days notice is required when we will be advised the precise amount payable by CHAPS transfer.  Early repayment will give a small saving in the long term and will be recommended to full council. 

 

4.                         ACCOUNTS FOR PAYMENT

 

A Schedule of Accounts for payment totalling £12,919.67 was presented including £5,043.43 which has already been paid for payroll, direct debits and expenses for Welham Green Fun Day. 

 

After careful consideration of each item it was agreed that the total amount be recommended to the Council for approval and payment in full. 

 

5.       CASH BOOK

 

The closing balances as at 27th October 2010 showed a cash in hand position of £151,957.47. 

 

6.       TRANSFER OF MONEY

 

Approval was given to transfer £10,000 from the Council’s Business Reserve Account to the Current Account and a letter to Nat West was signed. 

 

7.       VAT RETURN

 

The VAT return for the period 01 July to 30 September 2010 has been submitted to HMRC and a refund of £1,273.23 is expected. 

 

8.       ANNUAL AUDIT RETURN FOR THE YEAR ENDING 31ST MARCH 2010

 

The post of unpaid Treasurer to fulfil the duties of the S151 Responsible Financial Officer role was retrospectively created under S112 at a Special Meeting of the council held on Wednesday 20th October 2010. 

 

7.       ANY OTHER BUSINESS

 

a)       Internal Auditor

 

Mr Ian Fraser, the Internal Auditor, has advised he will be retiring with immediate effect.  HAPTC have provided contact details of 4 internal auditors used by other local parish councils.

 

b)       Estate Office, Bradmore Green

 

Following confirmation from Mr Hobbs that he wished to renew his lease, a quotation has been obtained from King & Graham for valuation advice which had been circulated prior to the meeting.  This would be referred to full council. 

 

c)       Welham Green Fun Day

 

An income/expenditure report was circulated at the meeting and showed an amount to be refunded to Herts County Council of £76.04.

 

It was suggested that the amount raised by the Parish Council Cake Stall be held in trust by the parish council until next year’s fun day.

 

d)       Football Pitch Hire 2011-12

 

A local adult team have enquired about hiring the football pitch for the 2011-12 season and have asked whether the parish council would consider lowering the hire charges.  It was suggested that the council investigate other centre’s charges and refer the matter to the Amenities and Building Development Committee for further consideration. 

 

i)        Budget 2010/11

 

Councillor Storey asked if Councillor’s had considered items for the 2011/12 budget.  No items were put forward. 

 

8.       DATE OF NEXT MEETING

 

A meeting has already been arranged for Wednesday, 24th November 2010 commencing at 7.15pm in the Council Office.
