1.       APOLOGIES

2.       MINUTES OF THE LAST MEETING

 

          Minutes of a Planning Committee meeting held on 25 February 2009 were agreed and are to be presented to the Council for adoption at its next meeting.

3.       APPEALS

 

2008/421 – Upper Farm, Bell Lane - It was noted that this appeal hearing was held on 4 March 2009.

 

2008/918 – Land at Green Close & Station Road (residential development of 14 flats) – It was noted that this appeal hearing was held on 25/26 February 2009.

 

2008/1786 – 72 Bell LaneIt was noted that this appeal hearing will be held on 17 March 2009 at Campus West.

 

2008/2417 – Land at Station Road (bungalow replacing stables) – It was noted that an appeal has been made which will be decided on the basis of written representations.   It was agreed to request a copy of the Inspectorate’s report.

a Councillors R Horrocks and C Everard declared an interest in these applications as committee members of the North Mymms Green Belt Society.

 

6.       ANY OTHER BUSINESS

 

a)  WHBC CONSULTATION – CORE STRATEGY

 

Cllr Horrocks noted that he is studying the consultation document and will draft comments for approval by the parish council

 

b)  ROYAL VETERINARY COLLEGE

 

A meeting of interested parties was held by our MP, Grant Shapps, on 6 March concerning the parking problems on Hawkshead Lane.  Minutes of that meeting were circulated and it was noted that the RVC is to make a new planning application for an additional 150 cars parking spaces potentially on land between the Queen Mother Hospital and the railway line.

 

c)     2009/180 –1.8m HOARDINGS AT GREEN CLOSE AND STATION ROAD. 

 

The Parish Council had objected to this application which is to be presented to the Welwyn Hatfield Council Planning Control Committee on 12 March.  The officers have recommended giving temporary approval expiring on 30 September 2009.   It was agreed to withdraw our objection.

 

d)    ANNUAL PUBLIC MEETING 27 March 2009. 

 

Councillor Horrocks noted that he will produce his annual report on planning activities at that meeting.

 

e)    PLANNING PORTAL

 

Councillor Mrs Boulton pointed out that at the meeting of Welwyn Hatfield Association of Local Councils held on 25 February it was noted that councils still need paper copies of planning applications until equipment requirements are sorted out.  Later, Welwyn Hatfield Council confirmed that paper copies will still be supplied.  They also confirmed that further training for the Clerk in particular, and other councillors, is available and that the Clerk should contact Tracy Harvey at Welwyn Hatfield Council.

 

Woolmer Green and Welwyn Parish Councils kindly agreed to give advice to other councils and to demonstrate their equipment as they are well ahead with compliance with e-planning.

 

A discussion took place about North Mymms Parish Council’s laptop computer being kept in the office so that it would be available for planning committee meetings, linked to a projector in order to view plans and application forms on a screen.

 

7.       DATE OF NEXT MEETING

 

          A meeting has already been arranged for Wednesday 25 March 2009 following a meeting of the full Council that commences at 8 pm.
