1.       APOLOGIES

2.       MINUTES OF THE LAST MEETING

 

          Minutes of a Planning Committee meeting held on 19 August 2009 were agreed after amending paragraph 5.(b) from ‘refused’ to deferred’ and paragraph 5.(d) first line to read ‘to hold its first paperless meeting’.  The minutes are to be presented to the Council for adoption at its next meeting on 30 September.

3.       APPEALS

 

2009/23 – Unit 3 Woodside Lane, Bell Bar.

 It was noted that this appeal Public Inquiry is being held on 29/30 September at the Council Chamber, Campus West, Welwyn Garden City starting at 10am.  Councillor Horrocks will represent the Parish Council.

 

2009/459 – 35 Dixons Hill Close

An appeal is to be decided by written representations.  Since only comments had been made, it was agreed to simply ask for a copy of the report.

6.       ANY OTHER BUSINESS

 

a)  WHBC DataSpace and Planning Portal Website

 

At the previous meeting it was not possible to view plans direct from the Internet.   At this meeting this was cured by connecting the laptop computer direct to the internet instead of using a wireless connection.  Before the meeting Councillor Horrocks had saved the current application documents onto a memory stick, enabling the documents to be viewed on screen and more than one at a time.  It also proved possible to view documents from a previous application via the internet at the same time, enabling comparisons to be made.  In the absence of the Clerk, Councillor Horrocks agreed to make the comments via the Internet, keeping copies for the Parish Council’s records.

 

b)  East of England Plan review consultation

 

Councillor Horrocks noted that this 12-week consultation runs from 2nd September to 24th November 2009, but the Parish Council has not yet been formally advised of this consultation. He had spoken to someone at the EERA who advised that notifications had been delayed and that printed copies of the 40-page document will only be issued to anyone or anywhere if requested.  Responses were expected to be via the Internet.  Councillor Horrocks circulated a summary of the document for discussion at a later planning meeting.

 

c)  16 Brookmans Avenue

Councillor Horrocks maintained this Council’s objections at the Welwyn Hatfield Council Planning Control Committee meeting on 3rd September but the application was approved.

 

7.       DATE OF NEXT MEETING

 

          A meeting has already been arranged for Wednesday 30 September 2009 following a meeting of the full Council that commences at 8 pm.
